Buying your primary home before turning 35 is, today, more affordable thanks to the new measures of the Catalan Tax Agency (ATC). 1. Reduced ITP rate of 5%
The Property Transfer Tax (ITP) is 10% on the purchase of second-hand homes, but those under 35 can enjoy a reduced rate of 5% provided that:
The home is the habitual residence.
The purchase price does not exceed €310,000.
The taxable base of the last income tax return does not exceed €36,000 (or €50,000 in total if purchased with a partner).
New 2025 – The previous limit was €30,000; the ATC has extended it to promote access to housing for young people in Girona.
2. AJD bonus up to 60%
In new homes, the Documented Legal Deed (AJD) represents 1.5% of the deed. If the buyer is under 35 years old and meets the previous income requirements, it can be reduced to 0.6%, which saves hundreds of euros in notary and registration fees.
3. Regional deduction on personal income tax
Young people who acquire their first residence in Girona can apply a deduction of 7.5% on the amounts paid for interest and mortgage loan repayments, with an annual maximum of €1,350. This deduction is compatible with the reduced ITP rate and the subsidized AJD.
4. Ajut Aval Jove (ICF–Generalitat)
Although it is not a strict tax advantage, the Aval Jove remains in force in 2025. It allows financing up to 100% of the price of the home (maximum €300,000) by guaranteeing the initial 20%, provided that the buyer:
Is under 35 years old.
Provides proof of residence in Catalonia for at least two years.
5. Municipal rebates in Roses and Empuriabrava
Several town councils on the Costa Brava have approved IBI rebates (up to 50% for three years) for people under 35 who purchase their first home and establish permanent residence there. In Roses, for example, you must request it within the first six months after purchase.
